If you want to be able to watch TV in your new home, make phone calls, turn on the heating or the lights, you have to fill in lots of forms. The trip to the „Einwohnermeldeamt” (Resident Registration Office) should be one of the first things you do. Hamburg law says you must notify the authorities within a week of moving to a new district. If you wait longer, you may have to pay a fine. Anyway you won´t feel like a real Hamburg citizen until it says so in your resident´s permit, will you? For foreigners, there is an additional step to this visit to the authorities after registering: they must apply for an Aufenthaltserlaubnis (residence permit) at their district´s Ausländerdienststelle (bureau for foreigners; www.hamburg.de/zuwanderung).
The registration procedure itself does not take long in Hamburg. You merely have to go to any one of the 20 Kundenzentren (customer centers) that can be found all over the city. Bring the documents of all family members moving (identity card, children´s ID, birth certificate if necessary, marriage certificate, divorce papers), as well as the filled-in and signed Anmeldeschein (registration form; download: www.hamburg.de/behoerdenfinder). However, you must go to the registration office in person or send an authorized person aged 18 or over with your documents. The registration fee is € 6. The German internal revenue service charges you with a special second home tax for second homes in Hamburg. You no longer need to deregister if you are moving within Germany – the registration office of your new city will do that. A verification by the landlord is no longer required. Instead, it is sufficient if you know the name and address of the landlord or, in cases of subletting, of the principal renter.
